Enhanced Learning Credits and Resettlement Funding

We have developed this as a quick-read information section for all persons leaving or thinking of leaving the armed forces so they can be made fully aware of what they are entitled to including enhanced learning credits. We have found that in our experience, personnel from all three forces and of various ranks are not fully aware of enhanced learning credits and what is rightfully available to them, whereas some are well informed about enhanced learning credits so just need to know what courses they can access. However, we would recommend that you still read through this section as there may be something you didn’t previously know about enhanced learning credits and resettlement allowances.
Enhanced Learning Credits
All serving military personnel can join the Enhanced Learning Credits (ELCs) scheme and are then entitled to claim up to £6000 towards the cost of training and education courses. Enhanced learning credits can be used with us here at Access Training as we are a learning provider who has registered with the Enhanced Learning Credits Administration Service (ELCAS). The course must be level 3 and we run many courses that fit the enhanced learning credits criteria.

Enhanced learning credits can also be used in conjunction with the IRTC and Standard Learning Credits to build a larger course package which is normally the option that most service leavers take. However, please remember that the course must be Level 3 for using enhanced learning credits, but don’t be worry we’ll explain how this works after you’ve contacted us, so please give us a call or leave your details.

Enhanced learning credits have been introduced because just before the 2008 summer recess of Parliament the Government announced a package of cross-government support to Armed Forces personnel, their families and veterans. One of the strands of the Service Personnel Command Paper commits to providing Enhanced Learning Credits for Service Leavers to access Level 3 qualifications (equivalent to two GCE A levels or vocational equivalent).
Resettlement Training Funding other than Enhanced Learning Credits
As you may well already know, all personnel serving in the Armed Forces are entitled to generous funding for education and training courses in addition to enhanced learning credits in order to help them prepare themselves for civilian employment. Additionally, you are entitled to ‘time off’ to undertake these courses with the amount of time and money you can claim being dependent upon your length of service, which can be combined with your enhanced learning credits to access longer courses. For instance, you can take this time off many months before your leaving date.

The Individual Resettlement Training Costs (IRTC) Grant is a tax-free entitlement of £534 towards the cost of a course. Additionally, Service Leavers can claim an allowance of up to £80 daily towards the cost of accommodation, plus up to £25 per day for meals and incidental expenses. This can be claimed for up to a maximum of 49 days, depending on the individual’s length of service which is outlined in the table below. This has no bearing on the amount you can claim for enhanced learning credits. Contact us for details.

Standard Learning Credits
Every serving member of the Armed Forces is entitled to a sum of £175 per year towards the cost of personal and professional development. This can be used in conjunction with IRTC and enhanced learning credits for additional fees such as registration and certification.
