The accessories we buy may not be what they seem. Counterfeiting is big business, it is estimated that 10% of all world trade is counterfeit! In the UK that amounts to £30m of counterfeit electrical goods enter the supply chain.

Since 2000 15 million counterfeit products have been seized, mainly circuit breakers and wiring accessories. The vast majority of these counterfeit goods come from China, but some have been found to originate in Dubai and East Africa.

Counterfeit items are hard to spot, they may carry a well-known brand name and all the certification markings, the biggest difference may be the price! The items will not have under gone any form of testing, and they will not meet the required BS standards.

In response to a survey conducted by the IET, (Institute of Electrical Technicians) formally the IEE, in which 87.3% of respondents said they would like to be able to access IET publications via electronic media such as PC’s, tablets, Smartphones etc.; the IET has launched Wiring Regulations Digital: Online – a suite of browser-based versions of its publications in e-book format. It's been a long time coming, but at the end of last week the Department of Energy & Climate Change (DECC) finally announced the details for the domestic Renewable Heat Incentive, with the figures expected to provide a much needed boost to the UK's renewable energy industry.

The RHI will allow householders to be paid hundreds of pounds a year for any energy generated by renewable sources such as solar thermal panels, biomass boilers and heat pumps. By persuading people to install and switch over to these methods, it is believed Britain will successfully be able to meet renewable targets and cut down the country's carbon footprint, as well as save householders money on energy bills.

The tariff levels have been set at:

  • 7.3p/kWh for air source heat pumps
  • 12.2p/kWh for biomass boilers
  • 18.8p/kWh for ground source heat pumps 
  • At least 19.2 p/kWh for solar thermal

Energy & Climate Change Minister Greg Barker said: "The Coalition is committed to helping hardworking families with the cost of living. Investing for the long term in new renewable heat technologies will mean cleaner energy and cheaper bills. So this package of measures is a big step forward in our drive to get innovative renewable heating kit in our homes.

"Householders can now invest in a range of exciting heating technologies knowing how much the tariff will be for different renewable heat technologies and benefit from the clean green heat produced. We are also sending a clear signal to industry that the Coalition is 110% committed to boosting and sustaining growth in this sector"

The scheme will be made available to homeowners, private and social landlords, third party owners of heating systems, people who build their own homes and anyone who has installed a renewable heat system since 15th July 2009. It currently supports air to water heat pumps, biomass only boilers and biomass pellet stoves with back boilers, ground and water source heat pumps, flat plate and evacuated tube solar thermal panels.

Applicants must complete a Green Deal Assessment before submitting their application and ensure they have met minimum loft (250mm) and cavity wall insulation requirements, where appropriate. All installations and installers must be MCS certified (or certified by an equivalent scheme). MCS certified installers are currently required to be members of the Renewable Energy Consumer Code, which is backed by the Trading Standards Institute.

The DECC is currently finalising the details  of the expansion of the non-domestic RHI scheme and will confirm what comes next in Autumn alongside the outcome of the tariff review. The DECC's aim to introduce these changes from Spring 2014 onwards remains unchanged.

Tiles

Many people think that PVA is okay as a primer on walls and floors before tiling. This is not the case, as traditionally PVA is a multi-purpose product and not specifically formulated to work with tile adhesives.

First of all let’s think back, we all remember PVA – the glue you used in school to paint all over your hand, then see who could peel it back to get the biggest piece off! Peeled off easy? Washed off easy?

When you treat a surface with PVA it only partly soaks in and sits on the surface of the substrate much in the same way as wall paper paste. If PVA gets wet it becomes slightly live again, it doesn’t completely return to its liquid state but it becomes sticky.

When you spread tile adhesive onto a wall, the water in the adhesive makes the PVA live and stops the adhesive from penetrating the substrate and providing a mechanical grip. Basically your tiles, grout and adhesive are being held in place by a thin layer of PVA.

Tile adhesives work by crystallising when it sets. Once the adhesive starts to set crystals form and expand into any imperfections in the substrate (at a microscopic level) to create a grip. PVA stops this process by creating a barrier between the substrate and the tile adhesive. More...

The BPEC Charity is once again taking nominations for its Life Award programme, which offers a grant of up to £15,000 to those with plans of improving others' lives using their plumbing skills.

Last year £30,000 was given to four projects which ranged from developing a safe water system to a health clinic in Mozambique, apprentice plumbers working alongside a village community in Uganda to build drinking water wells and similar safe drinking water work in Nicaragua. A little closer to home, the charity also gave money toward the development of a virtual plumbing college online to support students and teachers alike. There are three separate opportunities for financial support over each year which are open to ALL who are working in the UK plumbing industry, whether you are self-employed, a tutor or even an apprentice. These are the BPEC Life Award, the BPEC Support Fund and the BPEC Sport Awards.

The BPEC Charity, also known as BPEC (Training) Ltd, was re launched in 2012 with the strapline of "re-investing in our industry". The charity's focus is to raise the knowledge and skills of those working in the UK Plumbing and Heating industry. It also provides the opportunity to offer support to those who would like to pursue a career in the industry, particularly those from disadvantaged backgrounds. Part P Changes

In 2013, the Government made important changes to Part P of the Building Regulations. These are the regulations that ensure that all fixed electrical installations in domestic dwellings are suitably designed, installed, inspected and tested to provide reasonable protection against becoming a source or fire or a cause of injury to persons.

These changes to the Part P of the Building Regulations consisted of two principel modifications, the first of which reduces the range of electrical installation work that needs to be notified. Previously, electrical work undertaken in kitchens (such as adding a new socket) or gardens (installing security lights) were among the work you'd need to be Part P qualified to perform without having to notify an inspector. However now these tasks will no longer be notifiable unless a new circuit is required.

There are three main areas where electrical work will still be notifiable due to Part P of the Building Regulations, and these are:

  • Any work involving the installation of a new circuit
  • The replacement of any consumer unit
  • Any addition or alteration to existing circuits in a special location
In this instance, "special location" can mean two things, the first of which is any room containing a swimming pool or sauna heater. Secondly, it is any room containing a bath or shower, where the space surrounding a bath tap or shower head extends vertically from the finished floor level to a height of 2.25m, or 2.25m from where the shower head is attached. This can also apply horizontally, where the bathtub or shower tray has a distance of 0.6m. Alternatively, where there is no bath tub or shower tray from the centre point of the shower head where it is attached to the wall or ceiling to a distance of 1.2m.
 
The second part of these changes to the Part P of the building regulations relates to the use of a registered third party to certify notifiable work. Previously, any electrician undertaking work that fell under Part P not registered with a competent persons' scheme was required to notify their local authority's building control. They would then send out an independent inspector who would determine if the work was acceptable.
 
However, these changes mean that electricians not registered with a competent persons' scheme have to get their work signed off by a registered third party. For more information, visit the official Government Part P document.

TrustMark, the government-endorsed quality mark for tradesmen, have issued guidance for homeowners who are keen to take advantage of new Green Deal upgrades.

The new guidance has been issued amidst fears that an increasing number of Green Deal cowboys are in operation, who are quick to fleece householders for any other work which arises out of the Green Deal work.

The work carried out under the Green Deal is regulated by certain controls which have been put in place. However, as TrustMark chairman Liz Male explains, it is the supplementary work which does not fall under the bracket of the Green Deal which is the route of the problem.

“We want to give the Green Deal every chance of becoming a roaring success, boosting the energy efficiency and comfort of homes across the UK. However, with the oldest housing stock in Europe, we are also well aware that many homes will require essential repair and maintenance work before they are in a position where solid wall insulation, new heating systems and other upgrades can be installed. Much of this work will not be covered by the Green Deal and therefore the consumer protection safeguards we have put in place will not apply. In this instance householders should turn to TrustMark registered tradesmen to complete the work.

“Having lobbied hard for a code of practice, we will not allow the Green Deal to be used by rogue traders as a method of deceiving or conning the public. The guidance we have set out includes clear advice to Green Deal providers that they must ensure any ‘ancillary works’ are completed properly by vetted and insured tradesmen who work under the TrustMark banner”.

The advice being given to householders wishing to be a part of the Green Deal scheme is not to be tempted to ask an installer to carry out any repair work as they are already in your home. You should always insist on using a TrustMark registered tradesmen, even if you are offered the repair, maintenance or improvement work there and then.

According to the Construction Industry Joint Council (CIJC), the minimum wage for construction workers is now £8.03 for general operatives and £10.67 for a craft worker.

In their announcement the CILJ state that the change will apply to workers who fall under the terms of the Working Rule Agreement, which totals some 500,000, but they don’t actually clarify who these “under the agreement” include.

Steve Murphy, the secretary for UCATT, said: “Construction workers undertake physically demanding, highly skilled jobs and it is essential that all companies covered by the CIJC pay the agreed increase.”

Although this is an obvious move forward for some people could there potentially be a negative effect for others?

An increase in minimum wages is always welcome, but are employers going to view this simply as an additional expense. If they have to employ someone on a higher wage, are they going to employ them or look for a solution elsewhere? Will the employer employ a person if the cost is greater than the value produced?

Take for instance a bricklayer who gets paid £10.67 per hour on a 40hour week (£426.80). This, along with a general operative’s wage of £321.20, produces a combined total of £748.00. At today’s rate of £300 per thousand for bricks, he needs to lay roughly 2500 bricks to cover his wages. If the bricklayer is only laying 1500 bricks, then is it worth him being employed?

So, is the increase a good thing? On a personal level I think the increase is too low. To become a qualified tradesperson through the NVQ route involves a lot of hard work and plenty of studying and commitment, with workers not reaching the top rate until they are fully qualified (if your are under twenty one then the minimum wage is less). The rise is also not in line with the level of inflation over the past few years so maybe it should be be recalculated. As the secretary of UCATT stated, “Construction workers undertake physical demanding highly skilled jobs”, so let the wages reflect this.

At last the proposed changes to ‘Part P’ have been announced, specifically the changes to electrical work in domestic premises that require notifying Building Control Services.
From April 2013, homeowners will no longer have to pre-notify certain electrical work in their homes, or have a registered (member of a competent person scheme) electrician complete the work. The financial saving to the homeowner for not having to pre-notify the work is in the region of £240 (depending where you live) per job.

So from April if you want to:

•    Fit an extra socket in your kitchen,
•    Fit extra security lighting to your home,
•    Fit an exterior socket (for the lawnmower)

You can, and you do not need to notify the work as was required previously.

Any electrical work being carried out in rooms containing a bath or shower will still require notification, as will the installation of any new circuit anywhere in the property.

These changes will not only save DIY homeowners a bit of cash; they also bring the requirements of ‘Part P’ more into line with BS7671 IET Wiring Regulations, in terms of Special Locations/Installations.

Before all you DIYers rush out to buy cable, sockets etc. from B&Q (other outlets are available) it might be a good idea to check your home insurance policy. If you do the job yourself and a problem occurs, will your insurance cover you? It would be a shame to save £200 only to find out your insurance is null and void and the cost of repairing your home will be your responsibility.

My advice would be: be careful, consider using a qualified electrician even if it is only to double check your work.
